Even among Napoleon's detractors and critics he's rightfully considered one of the greatest commanders of all time. His military success really isn't even up for debate, since we know so much about the numbers, movements, etc.

But as a statesman it's really more ambiguous. He was a great lawmaker for France, but a relatively bad politician, considering that whenever he brought France to peace he would inevitably do something to provoke them into declaring war again (though the UK deserves a lot of blame for constantly paying off Napoleon's enemies to keep fighting him even when they were defeated).

Napoleon's incompetence at strategy becomes even more obvious when you realise that he got his taste of an opponent that evades battles and uses guerilla tactics during the peninsular war. And yet he pressed on in Russia in 1812 when the same tactics were applied to him. Bonaparte wasn't an idiot by any means but he is overrated.
