The Soviets could have won a Cold War in a scenario with no Marshall Plan.

By 1945 the Soviets had 2 million troops deployed in Europe. Western Europe was in tatters, with poverty rampant and communist parties being voted in large enough numbers in France and Italy so as to be politically significant. Communists were also trying to overthrow Greece, and to a lesser extent the West German government after the 1960s. In Italy the communists were stopped from winning elections with literal CIA involvement through Operation Gladio.

Say Morgenthau's vision prevailed over that of Marshall, you'd have a very slow if not null European economic recovery, no post-war economic boom, and increased worker unrest and militancy. It's not hard to imagine a large West European state like France or Italy going red in such a scenario, then it's game over.

More openly authoritarian government with tons of socialist policies.
It would probably cause tons of spending on socialist reforms which will result in regular economic collapses.
Soviet Union would transform into Union of Sovereign States and would look more like China, just more "democratic".
Western Europe would be heavily socialistically leftist and less neoliberal/neoconservative, while EU will try to become Soviet Union 2.0 in the west.
Capitalism would never be "defeated" since most of marxist-leninist were becoming more and more capitalist in late 20th century since they relied on global trade.

Average Joe in western world would have more free stuff and benefits like free health care, but taxes will be absolute suffering.
