It's very game-able at the moment because there are only a handful of miners that figured out. As it gets more crowded--as people start to figure out how to time their transactions--it's going to come down to randomness to redistribute the coins.

The mining is time based, for 5 minutes every mining request is ignored there is only a small millisecond window that the mining will succeed. If anyone can't see why that is a huge problem then good luck.
