You could have it done preventatively if it is very tight and you think it may be an issue. First you should try stretching it every day, because that could fix it without surgery. Stretching it will induce mitosis and cause new skin cells, which will give your frenulum more mobility, just like when people stretch to cure phimosis or restore their foreskin.
