Depends on the thickness of the plates and the space between them. If they are equal then it won't tip. But realistically there's is bound to be more overall space between the green plates so that side will tip.

Green side produces more torque to the centre of the barbell. It's because green side's centre of mass is further away so there is more leverage

The plate on each end covers the bar entirely
There are no significantly large gaps between the plates of each color

We can treat each color of plates as one body.

The blue plates have a mass of 60kg with a center of mass located 8.5 meters from the center of the bar.

The green plates have a mass of 60kg with a center of mass located 7 meters from the center of the bar.

Clearly the blue plates have a higher torque. So it will tip towards that side if the bar were balanced on its center.

if you pick it up from the midway point between the innermost green and blue plates, it'll tip to the green side since theres also MORE OF THE BAR ON THAT SIDE hence more weight

lever arm is just the distance between the point of rotation and the end of of a given object, and is quite obviously larger on the right
