First of all, are you referring to the military industrial complex, in the sense that it was a good way for military companies to make money, or are you saying the US was using Vietnam as target practice? The second point doesn't sound right because Vietnam was a terrible place to use as a testing ground, and if I recall correctly it was a clusterfuck of a war strategically.

If you had said that the legislators were in the pockets of the military industrial complex, that's more believable, because bureaucracy tends to lead to this kind of stuff, but isolated acts are often not the single cause of huge historical events.

There aren't many wars in history where both sides continued until one was utterly destroyed and unable to fight any more even if they wanted to. Most have ended with one side essentially losing the political will to fight because they had sustained sufficient casualties for their public / leadership to not want to continue the war.

Is it difficult to underststand that there are always secondary and tertiary motives for war? They tested to see if you could literally bomb a country into submission, and it failed. They learned valuable lessons in population control and war weariness, weapons developments etc.
