Traps will grow like every other muscle, in fact they're used a lot in back movements too. The problem is not everyone has the high insertions on the neck that make them look nice.

In order of effectiveness:

>Face Pulls
>High Rows
>Lying Pullovers
>Seated Pullovers
Last one isn't as well-known, basically put two dumbells (start with 10s) on a platform so your arms are straight out, as if at the top of a front delt raise, then raise the weights to straight overhead, should feel in lower traps, middle of your back where you get itches you can't scratch. This is basically a pullover with the concentric/eccentric difficulty inverted.

Kroc rows make strong traps.

Just do shoulder exercises like raises, upright rows, and vertical presses. Wasn't there an EMG study that showed that lat raises activated it the most? Fuck shrugs and all the bs, just makes your traps overdeveloped compared to the rest of your body. Never done one shrug in my life and it's better than any of my friends.
