I think it was like extra hydrogen or something like that in the water. Knowing Kojima, there is probably some level of truth to that, so you probably could make a pool that was super hard to float in.

Another guy but the only thing I can think of that'd make it make some sense is that bubbly water would be much less dense, so it'd be harder and harder to tread water the more gas is pumped through it.
