If he's skelly mode, he probably doesn't have the capacity to bench that much. Back when I started, the bar alone was a problem. That said, I was sub 14.0 BMI skelly mode.

Reminder that 1/2/3/4 is like 5lbs away from qualifying for IPF world championship juniors division if you weigh 145lbs or less. If you lift more it's because you weigh more. Doesn't mean you're a higher level lifter.

depends on so many things. If you have a big ribcage, you have a significant advantage when it comes to bench lifting, since it changes to leverages completely. You need to understand that there are biomechanical realities you cant train and diet away. People with long femurs will never be world class weightlifters because their squat will always be subpar. But they make better deadlifters in general.
Look at the difference between someone with a big ribcage and a small ribcage. There's so much more to it than diet and training intensity

I see a guy who looked like this every so often at my gym, like he had aids or something
wearing a full sweatsuit and toque in the summer
whenever I see him he NEVER touches the weights, he will spend 40+ minutes or more doing these really weird stretches, jumping around, jogging in place, and all kinds of just strange stuff that really has no use for building any muscle and doesn't look like good cardio either
worse is he takes up like two benches every time, usually the best ones too, to do this fucking bullshit he can easily do at home for free instead of paying a monthly membership to swing his arms about and annoy me.
