Okay, I don't understand. I'm 66 kg, 180 cm and a beginner and I don't know if I should gain muscle and lose weight or clean bulk. Does it depend on weight or on experience?

You don't have much to cut, just do a slow bulk on 300-400 kcal. Focus primarily on your protein intake and lifting. Also do some cardio.

If Imight give you some advice, cut all carbs for ONE week(inb4 keto). Eat lettuce and other leafy greens but no sugars or starches even from fruit. I'm curios to see how much water weight you hold,and a good way to find out is to do as instructed for a week. Alternatively you can go 3day low one day high carb and repeat x2 or 3 times. Then you can see how you stand fat wise.

Wait you want to be fit or not? Eat more, create bodybuilding forum account, Instagram and get used to taking pictures. You can follow your progress this way. I don't do that though. Whatever you want. If you have some conditions what you're not aware of you'll find it later in your life then by yourself
