It was tough enough to be a virtual casus belli in and of itself, but not tough enough to truly neutralize the German threat.

Maybe the terms were tough enough, but enforcement mechanisms weren't. Or the Allies themselves were too lax in enforcing the terms, esp. against military buildup.
