No Minoan culture was very distinct from that of bronze age Canaan, but yes probably Minoans or what was left of them after the Mycenaean conquest were part of the sea peoples

When I say "Minoan" I use it loosely. Think West Semitic seafaring peoples in the Western Med descended from Minoan explorers hundreds of years previously not actual Minoans.
The guys exploring the Western Med in the bronze age were Mycenaeans and Cretans yes, but also Cypriots, after the bronze age collapse trade between the Western Med and the Eastern Med did not stop, it continued through the Cypriots who were both locals and descendants of Mycenaean invaders. After the Phoenicians colonized Cyprus they probably followed the Cypriot routes along with the Cypriots to Sicily and Sardinia. These trade routes already existed before the Phoenicians settled those places and extended all the way to Iberia
