I'm afraid Maduro took a read from the North Korean book of governance. He is keeping the military happy by letting them run huge parts of the economy, drug trafficking and illegal mining in the Faja del Orinocco. In North Korea it's the military involved in heroin and diamond trafficking, in Venezuela it's cocaine and gold.

This means elections will not be allowed because the entire military is stained by corruption. They will not give up easily or call for elections for this reason.

Tbf Solano was pretty dumb to not give up already, sure they wanted his head but if he actually cared about the Paraguayan population he wouldn't have extended the war so much.

Venezuela's problem is that the very few in charge are completely retarded or cartoonishly evil (Diosdado) because they took complete control of the national economy and made it so that the supreme court gave control of everything the opposition gained (like the senate or major governorships or the mayorship of Caracas) to people appointed by the president.
