No it's a separate blockchain launched in 2015. 0x is for erc20 tokens whereas blocknet is for coins. As well as what said

I've been following The Blocknet BLOCK chart for 2 years now, and I'm telling you that last week's low at 16usd is the lowest it will ever be again. It might sit cozy around $20 for only maybe another day, two tops, and then it'll be a quick ride to 30 and upward.
