Assuming you are using correct form and that your barbell isn't fucken wonky then I guess it has to be one of two things:

1. You've a weird thing going on with your lift that gravitates the bar into hitting your shin.(muscle/stabilizer issues)
2. Your right shin is bigger than your left.

i have noticed that every pair of shoes i have seems tighter on my right foot than the left. maybe this is true.

Following that line of reasoning, how long ago did you notice? Maybe it's swelling from some vascular issue.
