Well it was a city state that controlled surrounding city-states, so in the context of a city-state system it was an empire, same as the Athenian 'Empire' or Hammurabi's 'Empire'. It's usually called a kingdom though, since it was ruled by an Oba, meaning King.

Africa is a big place so in reality that empire was probably the size of Germany in land area.
