Focus on traps. I put an inch and a half on my neck after I started lifting.
Part of it is genetic but most people who have a thick neck did some sort of sport or lifted while they were younger. I got a pretty good neck from wearing a helmet 4 years playing football. You can do those neck harness exercises, they look like a meme but aren't
