The only famous Eastern European artists or poets usually grew big under foreign rule or after leaving their respective countries, like a German writing Kafka from Prague or Chopin moving to Paris.
Western, Russian, Southern and even Northern European culture usually is globally revered. What happened?

Yet people still read translated Russian, Greek, Chinese, French, Spanish/Southern American literature and consider it good.

My point is that it's hard to fully judge one country's culture without understanding its perspective, language, etc. Every culture has works that requires specific perspective to get. Poles usually wrote for themselves, thus their old works usually have unique themes, impossible to undertand for others, like Polish language twists, folklore references, "Christ of nations" etc.
Still, since 19th century Polish literature could be more undertanded, and so writers like Conrad, Sienkiewicz, Reymont, Gombrowicz, Kapuscinski, Kosiński, Miłosz, Szymborska, Lem, Sapkowski earned recognition abroad.

Well for most it was because of foreign domination. Czechs, Slovaks and South Slavs spent most of the early modern period under foreign rulers, and their culture was suppressed directly or indirectly.
Besides, Russian high culture really exploded only in 19th century, before that they didn't do much.
As for Poles, I don't know, guess their upper class was just shitty. Can't really think of some excuse for them. Poles were a quarter of Imperial Russian nobility yet only relevant guy I can think of is Bolshevik Dzerzhinsky. Sure, they had some writers and composers, but nothing spectacular considering their numbers and history.
