It would have if it hadn't lost it all in less than 5 years and then occupied and divided amongst its conquerors. And while the First French Empire didn't last much longer, there's a continuity between in a future French states. And while (((England))) see's Napoleon and the French Empire as cartoon villains the French themselves see them as either positive or neutral.
