Africa and Africans have had a history of using pows and criminals for labor, just like most societies. Diamonds, Gold and Petroleum don't mean anything if you don't have a centralized, decently educated and politicallt competent social system and population to actually work those resources.

People think of national development in terms of GDP, but for the vast majority of human history all that mattered was production of food, and centralization of a population (and through that, centralization of power via authority) around food production cites. Its the capability of a society to produce excess food that allows their population to both expand and do other shit, like dig up gold or develop oil refinement technology. Africa has a lot of natural resources, but subsaharan jungle means that there just hasn't been the critical threshold of agricultural activity to sustain a large centralized population in many areas. This is a big part of why Africans are chopping and burning down there own fucking rainforests.

The developmental issues in subsaharan Africa stem from this and some other lesser root problems, and until the issue is corrected from within no amount of foreign aid or blood diamond money is going to fix the place.

This plus tons of political instability, due to extremly weak institutions, corruption, revolutionary turmoils, one-party-states and dictators largely caring only about their own material good.

So what does contribute to large-scale societal development and prosperity before the modern era? Good climate conducive to farming, minable resources close to the surface, and the ability to trade for whatever they can't row, mine, or make.

Basiply if your country has an abundance of resources and you are not already developed, it is in other, developed countries interest to keep you from establishing a solid government, etc. because then they would have to pay a fair price for your resources instead of just taking them.
