Follow everythin except 1000 kcal diet and nofap. If you are very fat, start slow with your diet like a daily 1800 kcal and go all the way down to 1000 kcal

Cardio is great for people who aren't carrying around an extra person made entirely out of fat. If he builds muscle, his body will naturally burn more calories all the time. He also won't look nearly as shitty when he drops a bunch of weight and has loose skin. Swimming a few times a week would definitely be good for him, and doing a few miles on a stationary bike daily, but I would never advise a fatty to focus on cardio when first starting to exercise. He needs muscle.

OP said he was overweight, not obese. If he's that worried about loose skin he shouldn't be trying to lose weight that fast. Also being heavy means you already have a decent amount of muscle. Lifting is good, but cardio makes it much easier to be in caloric deficit without starving yourself, and thus that much easier to maintain compliance.

Is there any basis that the changes in insulin sensitivity from lifting actually translate into better compliance with a diet?
