Technically all muscle contractions are pulls. Bench is a commonly accepted "push," movement. But it is achieved by contraction or pulling of the pectorals, delts, and tricepts.

Semantics aside, deadlift is commonly accepted as a pull movement in the push-pull-legs split because it involves pulling the weight from the floor and the posterior chain is the primary driver of the pull.

Does the movement involve flexion or extension of joints? You extend the hip joint and extend the knee joint. There is no dichotomy between squat and dealift, unlike, lets say, bench and overhead presses vs rows and pullups, where the muscles used for one perform the exact opposite function of muscles used for the other. It would be far more logical to just put into legs category and only use push/pull distinction for the upper body movements.

Push/Pull is just a way of compartmentalizing lifts to fit a structured program, whether or no a movement is "pull" or push often comes down to semantics and isn't fucking important. Just follow a push/pull/whatever program that is already structured by somebody who isn't braindead.

A pull exercise requires elbow flexion. In a deadlift your arms are straight, your hands acts as hooks holding the weight, your legs press/push or otherwise do the lifting. Your back musculature is worked only through the weighted stretch and isometric contraction.
