Stolipin and Witte were highly conservative and kind of acting like the Tsars executive arm. The duma was more liberal. There were a lot of liberals and populists at the time. I would enact the liberal reforms because I dont my great-grandfather almost did it. I dont want a revolution. I still want to keep complete power, hence the ADVISORY duma.

1905 was largely due to a lack of preparation which had been remedied by the opening of WW1. It was a sneak attack war. The Japanese do this sort of thing, and if you're an American that should've been obvious to you. WW1 is a mixed bag of reasons, half material half tactics. It's true though so I'll give you that: many of the division commanders were just idiots. There's really nothing I can say besides that, it's the heart of the issue. Ivanov was uninspired and Samsonov was not good at his job.

Meme buzzwords. Stolypin and Witte initiated an agricultural reform, the "liberals" blocked it-hand over fist. We see time and time again the Duma blocks everything from agricultural reform, to war mobilization, to passing simple budget plans, etc. The only thing they were consistently for is removing any influence from the Church and the traditional government that's actually doing things. When you say "conservative", that's what they were conserving. For the purposes of advising, sure, but it's going to get seen for what it is and that might inflame the far leftist extremists.

Also the problem with this is that the 30 year gap number comes directly from Imperial times and the Soviets based their target goals on it. It does not take into account anything the communists did in 1917 or after.

I am not refuting you because we have different opinions on the duma. Stolypin and other conservatives were making changes that were not good enough and essentially trying to keep the status quo and enacting reversible changes. The duma saw through that and was trying to hold their feet to the fire so that they would actually make meaningful reform. They way you interpret that part of history depends purely on your own political perception and seeing as my grandparents fought for the reds, imma go with the duma on this one.

The Kadets were among the only political parties capable of consistently drawing voters due to their relatively moderate political stance. The Kadets drew from an especially urban population, often failing to draw the attention of rural communities who were instead committed to other parties.[3]

The Duma ran for 73 days until 8 July 1906, with little success.[4] The Tsar and his loyal Prime Minister Ivan Goremykin were keen to keep it in check, and reluctant to share power; the Duma, on the other hand, wanted continuing reform, including electoral reform, and, most prominently, land reform.[2] Sergei Muromtsev, Professor of Law at Moscow University, was elected Chairman.[5] Lev Urusov held a famous speech.[6] Scared by this liberalism, the Tsar dissolved the Duma, reportedly saying 'curse the Duma.
