I think it partly has to do with the fact that all that is left of Epicurus' work are a few letters and fragments.

Mainly because it doesn't establish a full foundation like Buddhism.

Buddhism builds from ground up and gets to every system. Epicureanism only offers parts of the problem/solution and isn't all reaching in conclusion/implications. Its probably an Indian idea transplant too, however because it was Indian origin, it didn't have the necessary roots to stick in the traditional Mediterranean/Greek/Roman life.

To add to this, Buddhism can be seen both top down or bottom up. Early Buddhism was extremely reductionist and later buddhism built up from this process.

2.Combination of it being fulfilling peoples spiritual needs and converting political leads who converted their populations.
