Uneven abs make me look "fat"

I know many says that you can't exercise parts of your abdominals, but apparantley something like that has happened. The upper and lower sets of abs have developed the most, while they are small in comparison in the middle. This makes it look like i have some kind of beer stomach, while it is pure hard muscles. How do i make the 2 rows of abs in the middle develop so they look the same? Picture is numbered where 1 is largest and 4 is smallest.

Here's a pic. I think i have a little high fat percentage too, but they are very uneven.

There may be, but i'm flexing them and it's the same fat layer both lower and upper. It's hard. But i guess it might be fat. How could i lose it? Jog and stop drinking beer?
