Court nobles: think about the nobles surrounding Louis XIV. They didn't have a lot of power, but were mostly ceremonial.
Land nobles: think about the electors of the Holy Roman Empire, with the difference that the Emperor of Japan had no power and the Shogun was more or less equivalent to the Holy Roman Emperor.
