Strength training is supposed to make these ligaments stronger, but it takes time and dropping loaded barbells on them isn't always injury proof.

Power cleans are a great exercise if you do them correctly. If not, well... OP's webbum.

Powercleans are a relatively dangerous exercise that should not be attempted by anyone except people who need the physical benefits of it.

the risk v reward for power cleans is too high for it to be a good lift unless you actually compete in olympic weightlifting
it's way too easy to get injured compared to conventional lifts
