in all seriousness, yes. the bar counts. nobody counts the clips since their weight is negligible. the bar is generally 45 lb which is why "1 pl8" is 135 pounds. 1 pl8 with e.g. a 25 lb bar would be 115 pounds, but is still technically 1 pl8. that said, unless you specify you're using a lighter bar, everyone will assume you mean 135 lb since 45 lb bar is standard.
i guess some people don't count the bar, but don't let the meme fool you into thinking that's standard practice.

No you'll go from skinny fat to athletic with some fat. Don't read too much into the memes here. Just lift to build strength and eat until you're full 3 times a day, the muscles will come. Just cut the sweets. Then after about a year of getting stronger you're still vein and want to get shredded cutting will be much easier.

You probably should stop at 180 maintain for a message 1-2 months then bulk up slowly over the course of 2 years with 210-220 being your goals. This is assuming average test for 21 and decent programming
