Muscle fatigue is what makes the muscles grow, no extreme fatigue = no gains

It matters. If you want to hypertrophy your muscles you should be fatiguing them by taking short rests. If your goal is strength, you're better off waiting until you feel strong enough to lift really heavy weight again.
