There's an early journal entry where he talks about how semen retention increases one's motivation and feeling of power. But he chose not to print it and then in Zarathustra there's the section on chastity where he basically says, "Guiz, whack off if you need to, self-torture can fuck you up."

Later in Zarathustra he praises sex as great for "innocent hearts" (i.e. those free of ressentiment) but also warns that it's "the slow fire over which the rabble is burnt" and that it should be "the wisely reserved wine of wines."

Basically, he takes a reasonable nuanced view. Don't obsess over sex, either positively or negatively. (Don't do weird religious stuff like "by the grace of God, I shall kill my lust!") Don't ruin your mind with addictions (he hated drinking), but also don't be a weak bitch who can't moderate either.
