when you are in a beginner stage, this works for sure. Once you have gone past all that noob gains shit and have been lifting for around 1-2 years, It doesnt work any more and progress would be extremely slow.

Being taller --> Longer Limbs --> More work required
Being taller at same BMI --> More weight --> More work required

So if you're shorter AND you're skelly, its much easier to do, and most people when they begin training will not be able to do 20 pushups, let alone without being sore for the first few times.
