Ive heard its some visceral fat that has to don with processed foods.
So dont eat out often, dont eat junk food and eat more vegetables.
Also gallons of water.

20 lbs more muscle, while carrying 20 lbs less of fat.

Start losing some of that fat first and abuse noobie recomp gains and to gain muscle more effectively afterwards.

Start eating red meat, animal fat and eggs.
Make sure you buy your shit from farmer's markets if you can and avoid pesticides--don't buy tropical fruits and avoid drinking tap water, fluride toothpaste and plastic water bottles(we have glass water bottles where I'm from)

supplement with vitamin e in liquid form, k2 mk4 and research eating once a day from time to time

the key is to get off your ass every day and do something physical
Cardio can help but only do it for 15 mins MAX.

It's about eating big, stuff like turkey, bread and pineapple. This is why you should always try to limit how much you cut your food, the larger the pieces that you eat are, the bigger your gains.

Even doing squats 3 days a week is going to be better than obsessing about the best programme you should be doing and never actually doing anything.

You can try what I'm doing which is mainly cardio (with the intention of picking up lifting later). I do four days of running with two days of swimming. Also, count calories. Try 1,700-1,500 kcal per day. Currently, I do 3x5mi and 2x7 mi of running together with 2x2,500 m of swimming.

There's no be-all-end-all in terms of training but I figured the basic principles is calorie deficit and a decent amount of proteins per day.

skinny fat people dont have a LOT of fat, they just have no muscle so they are squidgy. If you're skinny fat with less than 20 bmi, just bulk and lift heavy as fuck and you'll actually look LESS fat since you have all that muscle balancing out your physique despite the fact that you've put on fat.

any other skinnyfats eat at maintenance - or if you are going to cut, cut until your shitty diet inevitably stops progressive overload growth - then start bulking. but cutting is the worst thing skinnyfats can do because they have the LEAST amount of muscle so it just makes your pathetic strength even less.

I might be projecting as I used to be skinnyfat, but skinnyfat people can look pretty good / handsome due to low fat on their face and so you might be hesitant because you don't want to "get fat". this is like women not lifting because they don't want to be "ripped". as long as you dont bulk too hard (300-500 cals) a skinnyfat person that bulked for a year will look leagues better than if you did nothing despite having more heft.

I just started lifting again for about 2 months (Greyskull lp) after a year off being an MMO neet. Doing 30 min cardio on Tues/Thurs. I've never looked worse desu.
