it's because we're hyper attuned to faces and the expressions on them, and a tattoo will always morph to some degree due to the skin moving around as muscles shift, making the face look fucked up. Really all the parts of the tattoo are fucked up but we aren't as fine tuned in our instinctive analysis of things that aren't faces.
