I was eating at 1450 calories a day while doing cardio and liftin plus my on-foot job 8 hours a day 3x a week. My deficit was way too fucking high and I lowered my intake even more. It was such a stupid thing to do.

I mean I have my anecdotal experience but by the time I was having issues I was already 40 lbs down from 215 where I started.
Simply put, having such a high deficit when you're not a total fat fuck obesity golem is usually not beneficial and can even hurt your progress. A normal 500 cal deficit is much better at this stage.
I also wasn't counting my exercise or activity level at all into my TDEE which probably offset my deficit even higher. I predict I was burning like maybe 150 cal at the gym and between 150 and 200 during runs, not including how much I was on my feet at my job, so probably bumping up the total TDEE to something like 2350-2500 depending on day, when I was only eating 1250. Way too fucking high of a deficit for my level and on top of that I had very little muscle mass.
I'm doing a lot better now, eating a normal diet, lifts getting better, cardio going higher, and actually eating the right amount. Aiming to get to 186 before cutting until the end of the year.

You probably wasted time not doing any progressive overload, any program works if you just INCREASE.
You can, but running several miles before doing squats was a bad idea. Not saying you can't run on off days. If you're doing a novice program like greyskull, 5x5, or SS you'll be better off restricting your running to some sprints or just not running period. You can run as much as you want after you get your newbie gains.
