it's genetics brah I don't directly train them yet I have them, looking at my program though and the way old school strong men trained(they had really developed serratus and obliques) compound lift build them as they are stabilizer muscles, another thing you must be shredded.

I usually do overhead press for serratus. I can feel it the next day.
And for obliques, I grab a long pole or a broom handle and put it on the back of my neck like a squat, except I stretch my arms the length of pole and twist. When you twist breath out for a better contraction. You'll notice them in a couple days.
