How would you balance a character who has the highest possible value in every physical stat?

People who have the highest possible value in other stats...and then make them have a bunch of abilities that capatalize it. Like for someone who has the highest possible dex stat, weapon finesse, someone with the highest mental stats? Give them a bunch of domination based ones.

Because the interesting part about Superman isn't the Super, it's the man. Build off that.

Narrative system.

Have them weak socially. People can easily be swayed to distrust them and stand against them. No matter how strong, a man without friends is hollow inside.
