in my setting, they are much more of a mongolian/nomadic tradition.

It's easy enough to take kitsune stats and apply it to a European character type. Every culture on the planet probably had myths about animals that could take human form, or spirit creatures that could appear as either.

Doesn't have to be. I ran a kitsune based on Tang Dynasty lit and didn't tell the rest of the party is wasn't human. Made for an interesting dynamic, since I rp-ed the taboos that came with it and left the party wondering what my issue with dogs was. That sort of thing.

The stats work excellently for a shapeshifting fox people from Africa (pale desert chaos worshippers), North America (regular and coyote varieties), Western Europe (tales of Reynard), Finnish, South America (psionic variety), Mesopotamia, and of course Asia.

Basically, foxes have played some part in the cultures of anywhere on Earth and thus you can have kitsune be literally from anywhere on earth save Antarctica.

You should make the Kitsune a westaboo just to fuck with your DM.

well, make your backstory that so that your character needs a false-name. You have multiple identities and all have european names since ypu want to blend in.
Or do it like the Chinese, most of them have two names. their Original Chinese names and the name they use for us westerners.

He wanted to be an Ifrit. He said he picked Kitsune because his DM banned his first choice and it was the next best thing statswise.

He still chose Kitsune. You can't use the excuse of wanting to be something else slightly more as a reason that you're not a weeb. If you're playing a Kitsune that's what you should accept. If you don't like the fluff and roleplay aspects of it, pick something else.

It's like being mad that you wanted to play a Drow and the GM made most npcs distrust you and you had to be from the Underdark. Some races (and classes) come with built in features that aren't stats that are difficult to make an exception to unless you jump through hoops and make a super special character.

Could you make a non-Japanese Stereotype Kitsune? Probably. But the weebiness of it is almost impossible to separate from the race for compared to other races (it's a lot easier to play a non Scottish/Jew Dwarf, for instance). And if the setting has all Kitsune from Not Japan, then they all come from Not Japan. Deal with it.
