DESU we can probably assume they do, its just that there is never any detail made on it because you can't make a model out of it (most jet planes would cross an entire battlefield in one turn given comparative movements)

Anything Imperial design at 40k scale with proportional wings would end up too wide and with the wings too thin. It'd be a pain in the ass fitting them on the table and the wings would break easily.

Even if the mass of the enemy is so great as to prohibit flanking maneuvers, it would still be possible to extend operations into the enemy's depth through use of airborne, long range artillery, and armoured formations.

But making the Cadians the Red Army probably wouldn't have gone down well.

But they do. Only not on a planetary scale but at a Sector or Galactic scale. To the Imperium High Lords, planetary battles are like a firefight around a house for today's General. Outflanking means bypassing hundreds of planets for example. Who really cares what happens on a continent when you got quadrillions of soldiers.

See I can see why you might think that, but that assumes that there is little ranks between the men on the ground and the Sector commanders when in reality there would majors, brigadiers and generals commanding their respective sections as well, each attempting to use the forces they had available to best effect in their active area. Just because a sector commander can see the big picture, doesn't mean that that reduces the tactical capacity of the people below him.

The only exception to that is if your commander is channelling WW1 British Stereotypes (In 40k, its more common than you'd think)

Correction: it's impossible to do flanking or anything UNLESS you're flanking a Titan or Baneblade.

IG uses everything from from asymetric warfare over big ass human wave tactics to blitzkrieg and rapid redeployment squadrons.
The deciding factor are the regiments available and the quality of the soldiers.
