Depending on how you want to define, Earthdawn could count as both. It was popular, once upon a time. And it's really not now. I don't play any really mainstream-mainstream games anymore, never got interested in 4e/5e and PF is a shitshow that just made things worse, for my purposes.

I'm not sure of any downsides as I've never been able to get a group together, though I do hear that the skill list needs to be condensed.
