Why not? It's not going to be pretty, but I imagine it's doable. They can probably get/steal necessary tools from their AdMech buddies.

So, the regular bone-cleaver is the sign that you made it through the rite of passage, the wraith-bone knife is the mark fo a true badass.

What should be their colors?

Obviously they need bad ass kill tattoos, like you only get a red arm band if you manage to kill a fire dragon.

Other than that probably leathers and camouflage (I'm basically thinking charlatan but more brown/black as opposed to green)

They got mechanicum buddies, i think they could afford some cybernetic improvements, and since the bone knife is white their insignia could be a white skull with a chain around it on a black background

This is probably how we got that eldar rivalry in the first place.
We'd encountered some of them in one campaign, came out on top, looted the trophies including the jewels, adn now they don't leave us alone.

My thoughts exactly, an armband of some color for an aspect warrior and like ten tally marks already marks you as probably one of the most deadly and experienced guardsman around.

Well I'd imagine he'd be some sort of terrifying commissar/prison warden. Maybe he ran a fleet of the black ships for a few decades.

Warden-Commissar sounds like a great title to have for the regiment's leader

As would I. I can see each of them having his own ideas about what "Standard Conscription" means. W-C Bash for example generally challenges the people he thinks should be part of his regiment to an arm wrestle, if you can beat him, you're in.

Beasts of no nation regiment?

The Eldar destroyed their homeworld (they were on a space station prison for the most dangerous convicts), so the station was converted into a mobile based and they were sent out as a guard regime, recruiting the best and most vicious killers they could find.

The regiments bone cleavers are made from the bones in their leg.

When you've passed the right to join the regiment you are commanded to cut off your own leg so that it can be replaced with a prosthetic leg.

This is a symoblic act as prisoners are made to work on the planet in chain gangs so now your new legs is an eternal shackle as you are now serving your penince in the name of the emperor .

Once the leg has been taken the meat is cleaned off and the thigh bone is encased in a protective layer of material and dipped into a vat a molten [insert proper metal here) and is affixed with a blade.

All members of this regiment hold their bone blades sacred and to lose one is a dishonor beyond dishonor such that they will voluntarily sign up for a suicide mission to avoid the shame of losing their bone blade.

This goes with the belief that if your enemy has your bone blade they have dominion over your soul with your only recourse to die by your own hands least you become a servent of the enemy in spirit.
