He makes lots of pretty low quality, low effort jumps and has explicitly admitted to not bothering to fully research most of his jumps. Taking the wiki at face value... don't lock all that away, just most of it. Make the fluff explanation for it something along the lines of it still having some power of its own, even if most is tied to its home universe. So you can still use it to break open barriers based on manipulating time and/or space and potentially seeing events from the past and (big maybe) future, but not hop all over the timeline willy nilly.

You realize you only have to not use the runes during the jump.
They are not removed afterward, so you can gain make your point you are peeved at the Observer for hijacking the jump by not using the runes for ten years, gain the loyalty bonus, and still use the runes in later jumps.
