The setting that it's from (Ar Tonelico) features acoustic-themed physics and superscience, so there's a lot of machines stylised after instruments.
In this case, that's the Silver Horn (though it isn't silver...), an after-market device that scans for certain combinations of materials and rituals and intelligently transforms them into an end product.
It's an artificial Alchemy system, created by the Administrator of the tower to provide a means for her citizens to prosper, without the ridiculously dangerous capabilities of actual Sound Science - which blew up a large country, drove the gods insane and resulted in the surface being covered with mists that disintegrate life.
