pagans have to be contained early. if they are allowed to start hitting with their horde around mid game they are strong. the best way to stop it is absorb the first blow then have an ally to fight them and keep them from spreading out. once they are spread out its over

also, i like my suggestion about a bell curve for the horde, that way the horde doesnt get too high late, but definitely more balanced than before
