Plastic guardsmen are well known to be oversized, and nearly every marine model is squatting. If you compare a marine (preferably one of the models that's actually standing straight) with Forgeworld's resin guardsmen, or the older metal guardsmen, the marine looks about as tall as they should compared to a regular humans.

This, incidentally, is the problem with "truescale" marines. Converting marines from terminator bits to make them bigger in relation to guardsmen makes them just look ridiculously out of scale with everything else, especially the vehicles which are already on the small side.
