Do you think GW will ever move the ship forward and make some serious changes like the return of a loyal primarch or another serious development for the Empire (not "oh no the tyranids are coming™ to Holy Terra" tier, but "sanguinius just came out of the warp alive" tier), or is this setting destined to be perennially stuck in 999.M41?
Yes, yes, I know what's important in WH40000 is the players' stories and the setting is just precisely a setting where everything is in background to let the players have fun, but after a while it becomes stale and stagnant.

The problem with the Emps dying is that humanity loses it's central "light house" and warp travel/FTL communication becomes and utter mess. Which is exactly the same trick WizKids tried with MechWarrior Dark Age, and it was shit. >let's take our massive, hundreds and hundreds of planets and systems space opera setting, and reduce it to a few local systems in some mock-feudal method >Brilliant!
So I doubt the throne will fail/Emps will die. BattleTech used to be 40ks main competitor for a while anyway.
Which means, OP, that if GW is trying to do some AoS-type dramatic shift forward in the setting, it's very likely they'll revive the Emps in some fashion. Hopefully no one gets assblasted about mentioning AoS in a 40k thread.

Well if you think about the number of primarchs that are either in staisis, missing or some other excuse for not killing them off entirly, then it seems very possible that GW will bring them back.

As far as loyal ones, Vulkan had his episode in Beast rises series. If we are to trust rumors, alongside plastic demon primarchs, loyal ones will be coming also.

He's God to them, him telling them they've been wrong for ten thousand years would be immediately accepted and they'd instantly start to comformize to whatever he says to do.
Keep in mind that the Emperor's power at his peak was so strong that his mind could be seen from all the corners of the galaxy as long as one had some psychic ability. He directly fueled the astronomican with his bare mental power.

As for will the Emp ever wake up, Black Library has released too many waste of space codexes when they were trying to rump up the gun waving crazy fun. At their rate they may actually have to get Big E out of the chair. think of WH as it is now- now declare the new Great Crusade. Sound like fun, right?
