I'm running a post-nuclear campaign and need some silly/serious random encounters for when my pcs travel between locales. There's also a nazi government with loose control over the area if that helps for any ideas.

More information please. Population numbers, level and nature of devastation, location of campaign, tech level, availability of vehicles and fuel, weather, demographic splits, year, level water scarcity, predominant fuel source, and anything else you might think of.

Think Judge Dredd where mega cities exist but outside of them is wasteland. Players live out there. Population in the area where PCs are is rougly a few thousand. Tech level of Nazis is equivalent to stanard dieselpunk. Year is 1987. Its an alt history starting in 1967 where a plot as convoluted at Metal Gear Solid happens. Basically nukes dropped in 67 and Nazis took over. Area the players are in is like that of The Zone from STALKER.

Party comes across small village of 50-100 people.

Village in/built around pre-war nuclear silo.

One warhead is within the silo, prepped for firing, but nazi govt made sure the silo could never function.

Village focuses on building their own rocket launch system, could possibly house said warhead.

nazi govt knows about their efforts, and plans on sweeping through as soon as construction is complete, saving them the effort of building it.

Windmill people coming out from the windmill farms when the wind blows. They seem to be followed by a weird fog.

How Nazi are these nazies we're talking about? Are they merely fascists, or racists as well? And if so, how severely?

A pair of nazi conscripts who, despite being the "bad guys" are actually good people. You always encounter them either after theyve messed up badly or can easily and humourously be beaten in a speech check. Think of pic related from pirates of the caribbean.

Then have a recurring merchant caravan of beaten-up cars and carriages that seems to be crossing the wasteland back and forth. The twist is that all the merchants and guards are actually of mixed blood, but passing for white - and the merchant caravan is a cover for smuggling black/mexican/jewish/whatever else people out of Nazi territory.

Better yet, Henchmen 21 and 24 of Venture Brothers.

Just a few thoughts... What's the technology level of your campaign OP? Any SciFi aspects to it?

In the inner cities it is like Shadowrun with Dieselpunk. Out in the wastes it is basically STALKER.

One guy who is living in a Landlocked yellow submarine who has locked himself inside and shoots at anyone who gets near. He believes he is all 4 Beatles and will talk to himself accordingly.

Well one encounter could be SS/Ahnenerbe examining mutants and villagers for racial categorization. Maybe they search for psy.

How post-nuclear is this post-nuclear campaign, while we're asking for details? I've been working on the side on a sorta Fallout-tier post-nuke campaign that has neonazi antagonists, but they're more ISIS-tier in terms of organization and control than like, literal-Reich-tier.

Would think that roving agents of/mercs working for the 'government' would make for good random encounters. Think of final Harry Potter book/films w/ the snatchers - random NPCs hunting for undesirables and wanted PCs stumbling on them in the woods,that sorta thing.

A secret government lab with two or three hundred mutant clones of what they believe is Jesus Christ.

A shanty town made in the lot where school buses park when not in use. The lot was on a floodplain so the wheels or more will be hidden. Or buses will be on their sides half buried, their ceiling emergency exits looking like square hobbit holes.

For the record, old gas probably shouldn't work. It's spoiled. You're either going to need new gas, an alternative fuel, or horses. I'd go with horses. So a herd or wild ones or assholes on horseback would make a great encounter. Especially if the party is separated from their own first.
