That's a cool system to run this kind of game, user.

But what about a city, set in the Current World? Where would you run this shadowrun, not set in shadowrun universe, game of thieves?

You should use Chernobyl then. It even has authentic radiation; abandoned buildings, spooky atmosphere, and occasional scavengers!

google the highest violent or organized crime-rates. the top 5 cities in either of those lists will be best, pick the ones with the highest populations.

1.) there will be criminal infrastructure in place(fences, fixers, safe houses, bribe accepting veterinarians, etc.)

2.) beat-cops, security services, and possibly civilians will have a higher likelyhood to be aggressive and well armed

3.) the level of competition for jobs and turf can scale well enough that they can have enemies on either side of the law

4.) while well armed for a fight in-progress, local police will be less able to give a great deal of attention to investigating the parties illegal activities until they accrue enough prestige equipment and experience to have a chance at handling a confrontation or dedicated task force

Unless you receive a map from a spooky stranger telling you there's hidden treasure buried under the rubble of a once grand hospital

And the treasure turned out to be secret Soviet medical experiments from the late 60's, early 70's

And then you find out after leafing through the documents that there's one more sub basement level

And then you start to think about all those patients being tested on and tortured in the very same hospital you're standing in

And then you realize you're not alone
