Orks are vermin. They infest the galaxy. They can survive and thrive on worlds with environments too hostile or resources too scant to support other races. On more favourable worlds, they are almost limitless in number. They are incessantly aggressive cockroaches.

Like cockroaches, their numbers must be kept in check. Eradication of the infestation is no easy task. Any long-term engagement with the orks becomes a war of attrition, one other races cannot afford, but which the orks were engineered to win. In the case of tyranids, selectively targeting the Hive Mind's influence will render the swarm directionless, more manageable and incapable of increasing in number. Meanwhile, every single ork you don't kill, and every single ork corpse you don't incinerate, is capable of spawning an entire ecosystem single-handedly. An ecosystem which can grow into an empire on a world you thought was dead.

Most importantly of all, every member of that empire wants to kill you. Not because it's crucial to their survival, not even out of hatred. They want to kill simply because it's all they know. The lack of a desire to fight, kill and conquer is unthinkable to an ork, they are gentically programmed to derive pleasure from warfare. They are unified not by a common cause, not by the will of a their commanders, but by an individual need to fight. Once this made them a trusty tool in the hands of their creators, now it makes them a thorn in the sides of every other civilisation around them.

So why not leave the orks to their own devices? After all, they are only an annoyance, why kick the hornet's nest? Why actively work to destroy them?

Because you must.

When ork numbers are allowed to grow unchecked, strange things start to happen. The orks grow more aggressive, in addition to physically larger. The technology levels climb dangerously high. Something unexplainable gives the horde a strength greater than the sum of its parts. All it takes is a spark of ambition, and entire worlds, entire systems, drown under the green tide.

They're not the best at anything, but they're okay at everything.

It's just GW showing some English patriotism, giving the faction based on the locals a shot as the underdogs.

Also, industrial capacity. When the Imperium builds a Titan it takes vast quantities of the finest materials and decades of work in factories that span continents. The orks build it's equivalent in 3 weeks out of the asteroid they landed in

Once a planet has orks on it they are IMPOSSIBLE to get rid of
