40k is probably the most diverse and progressive fictional setting ever conceived. both men and women are equally capable fighters and cannon fodder. your ethnicity doesn't matter so long as you're willing to die for what's right.

Not only is the Emperor not Turkish, not only did they arrive 14,000+ years before they even appear in its fringes but even today the Turks are not actual Turks, just Islamized Greeks/Armenians/Persians etc.

I've never felt that race or gender matters in 40k at all, if you wanna paint your dudes brown, black, or white you do that and it's no problem.
Seems most painters and people who're into 40k are white so that's what they use as the norm though, which would probably explain the 'there's only whites' idea.

Yeah, the concept of a unified 'white' race versus a unified 'black' and otherwise races is largely an american thing. most of the world sees ethnic lines as more important.

Basically yeah, you can paint your models whatever colour you like.

The problem is with representing women. To have both genders, GW would have to make models for both physiques, or at least include different heads, and that's more money. Tau get around this by having their women similar in structure to men, and Dark Eldar are able to mix and match parts between genders, but that's about it.

You should look into a different setting, or even better, write one of your own. I'm sure there are plenty of people out there who share your reverence for African men.

Nocturneans themselves are still described as being dark-skinned (i.e. "black") while it's the combination of gene-seed and radiation that causes Salamanders to turn jet-black and have glowing red eyes.

I thought they re-retconned that as Salamanders have a mutation that makes their skin coal black and their eyes red, but a lot of people from their homeworld are also dark skinned/ "negroid". Which is honestly fine by me.
Some of the art also portrayed a bunch of Iron Warriors as black too. Until they confirmed he was white, I always thought Perturabo was kind of riffing on Othello, driven mad by feelings of inferiority and murdering the one thing he loved the most.
Frankly, the issue isn't "are there non-white people in 40k?" but more "why don't we see more of them?"
And I do think we see a decent amount, it's just not something the designers think about that often and so sometimes there's a weirdly large number of factions that are all white.

Casual racism and xenophobia is extremely common. Sure, people might not voice outright hatred like some Americans do (and it's really not even all that many Americans - most US cities are extremely diverse, with the South being surprisingly the least segregated and most diverse cities as a general rule) but casual comments about Turks, "Pakis," "darkies," Gypsies, "Chinamen," etc. and derogatory remarks about them are so widespread you'd be hard-pressed NOT to see it when you look for it (I will grant that most Gypsies are dicks, but still the racism is ridiculous).

Also, the extremely high standards Europeans hold non-Europeans who wish to live in Europe to. I'm not talking about like, "don't rape women" types of standards, but lifestyle standards, language, and religion/lack thereof. Europeans expect immigrants to become copycat clones of the culture they are moving into, and as such treat those who don't integrate with extreme disdain or scorn. They also typically consider ethnicity a huge part of their cultural identity, so - in the mind of the average European - an immigrant will never quite be a "true" Brit/German/Pole/whatever, because they're not ethnically that culture.

By contrast, Americans are SIGNIFICANTLY more ethnically and culturally diverse within themselves (Europe as a whole is much more diverse than America, but that's only at the continental level). There also really is no ethnic component to being an American like there is in most European cultures (at least in the last 100yrs), because we simply haven't been around long enough and our ancestors come from radically different places. Our cities are also much, much more integrated than European ones (and Southern ones are more integrated than most, largely because they were literally forced to do it at gunpoint) and as such you simply HAVE to deal with different races and cultures on a daily basis. It's simply harder to be racist here.

It also depends on where you are in america. In general, if you're near one of the major cities, you really can't get away with open racism, though subtler types of discrimination still happen. If you're deep in the famously-racist south that still flies confederate flags (from an ancient separatist movement that tried to secede partly so they could keep owning slaves), or the rural midwest, people get away with a lot more.

It helps that good people and strong institutions have been working to drive discrimination down for a long time, educate people, give opportunities to minorities as well as white men. There aren't lynchings like there used to be, and on paper at least everyone has more or less the same rights. It's been getting better, very slowly, but we are worried it could get worse again. There's always going to be the chance to backslide on that progress.

If they started doing sprues that contained more types of heads, like individual "upgrade sprues", I'd be interested. A number of 3rd-party types do heads, but GW has the scale to get the talent and materials necessary to make a large variety of heads in ways the small producers mightn't be able to.

I've never seen anything myself, but there has been able increase in reported offences. Whether that's because people feel more threatened by it, I can't say. Most of the impact so far has been economic; I know several people who have been laid off by their international employers in he last few months. Each company has asserted that it's got nothing to do with Brexit, but it seems too widespread for that to be true.

Considering brexit hasn't actually happened yet and those companies don't even know what the final settlement will be I'd say it's just a convenient excuse.
