The Enginseer in the IA book has the Cult Mechanicus faction and can only use his buff on friendly "Astra Militarum" units because they lazily copy-pasted the rule. Hence, because Guard has their own enginseer that doesn't need to use the ally rules, he's pointless until they FAQ him.

Also, the Valkyrie formation that is meant (I assume) to allow transport flyers for others does not allow allies to start in them, so you can ally in 1-4 lightly armed transport flyers with nothing they can transport save a guy who has to be on the board to help them with their reserve rolls or fuck with the enemies, his only job. Hence, also useless until an FAQ is released.
